Hatem has over twenty-two years of international experience in the Design, Financing and Implementation of Transport Infrastructure and Services, as well as in the Institutional Reforms and Capacity Building.

Hatem joined the World Bank in Washington DC in 2015 as a Senior Transport Specialist, and has recently relocated to Sofia, Bulgaria, to be in charge of the World Bank’s Business Development in the Transport Sector in the Eastern European Region. Prior to this, he has served for six years as Chief Regional Integration Specialist with the African Development Bank. Hatem has gained a practical experience in his earlier career with the World First Class International Consulting Firms (SDG, Mott MacDonald and Atkins), and the World’s Largest Construction and Investment Company (Vinci Group).

Hatem’s geographical experience spans the African, Middle Eastern, Western and Eastern European, and North American regions, including in Afghanistan, Algeria, Bangladesh, Bulgaria, Burundi, Cameroun, Chad, Congo, Croatia, Czech Republic, DRC, Egypt, France, Gabon, Georgia, Germany, Greece, Holland, Hungary, Ireland, Israel, Italy, Ivory Coast, Jordan, Libya, Malawi, Mali, Morocco, Mozambique, Niger, Nigeria, Portugal & Azores, Qatar, Romania, Russia, Senegal, South Africa, Spain, Turkey, Tunisia, UAE, UK, USA and Zambia.


Hatem holds a Master of Transport Engineering and Economics from Imperial College, UK, and a Civil Engineering Degree, with major in Economics, Finance and Planning from ENPC, France.
